THE OLDER PERSONS IN DEVELOPING COUNTRIES
LIVING WATER FOUNDATION INTERVENTIONS.
Recommendation No. 50 of the Vienna International Plan of Action on Ageing stresses the need for government, older persons themselves and non governmental organizations such as LWF make efforts to overcome negative stereotype images of older persons as suffering from physical and psychological disabilities, incapable of functioning independently and having neither role nor status in society.
Recommendation No. 50 gave Living Water Foundation the authority to arrest high mortality rate amongst the ageing, (especially those in their 50s and 60s) in Sub-Saharan Africa. LWF is particularly concerned with the older persons who are abandoned by their family (lack of family care) or are childless and/or very poor to take care of themselves. This includes older persons who have been pushed beyond poverty border line/impoverished by the life-threatening and life-destroying policies of the dictators in government in Sub-Saharan Africa. Please note that the same way and reason why governments in developing countries failed to provide for the physically challenged persons applies ipso facto to the older persons.
The intervention of Living Water Foundation is to arrest the dwindling life expectancy among this group which is now put at 52 years for developing countries like Nigeria and satisfy the five key areas of independence, care, self fulfillment (provision of recreational facilities etc), Dignity and participation for all the inmates who would be rehabilitated in the Home/Centre. LWF therefore calls on men and women of goodwill, organizations, funders, donor agencies, NGOs and members of the Int'l community to support the efforts of the Foundation.

Pride & Effects
What is Pride: Some use the word Arrogance, Ostentatious, Pompous, Proud, False life, Rebellious,Too big or bigger than everybody. Some say it goes before fall. The latest version of this cancerous disease is: "Not been able to ask for help when you need one" and die in silence because of pride. Some christians use the word, "I cannot beg for anything" I serve a living God, when within their hearts they know they are lacking in so many things but pride won't allow them to ask. They have forgoten that God works through Man and the same God asked us to ask for His favor and that of Man. Some say "I am a giver" indirectly saying I do not need to receive help from anybody and use they biblical quotation to support it "It is more blessed to give than to receive. Friends if you are one of them, Today is your day of deliverance from that bondage of the enemy "SATAN". Receive your freedom now. The word of God in Jeremiah 29: 11-13 and Genesis 8:22 are explicit enough to heal you. There is nothing wrong in asking. Learn to Ask, Receive and Give also. The greatest givers are the greatest receivers likewise the greatest receivers are the greatest givers in the world. Do not allow anybody to intimidate, opress or hinder you from asking for help or support when you need one. Grow up. Ask and it shall be given unto you, Seek and you will find. The Role of Christian Women in Leadership Part 1.
The roles of christian women in Leadership were intended to correct what was happening in the Family, Offices, Churches, Schools, Communities etc. Universal Interpretation in Galatian 3:28 states "There is no longer male and female" this does not negate creational gend...er distinctions and roles, but empowering Women not to limit theselves because of gender. The above scripture represents the ideal of equality in God's eternal Kingdom, gender roles should still be ordered as outlined in 1Timothy 2:11-15 (NIB). Women should continue in faith and love and holiness, with modesty.

PART 3.
ABUSE OF THE RIGHT OF HEALTH OF THE VULNERABLE GROUPS.
Right to Health is synonymous with Right to life, that is why various International Instruments especially ICESCR provided for Right to highest attainable standard of physical and mental health (Article 12) to all persons including children, physically challenged and older persons. The Covenant requires countries to create "conditions which would ensure that all medical services and medical attention are made available in the event of sickness." For older person integrated approach, combining of preventive, curative and rehabilitative health treatment has been recommended by the U.N Committee, while for persons with disabilities both the Public and Private Health Sectors are enjoined to provide health services to them without discrimination.
Unfortunately, the Rights to Health of the vulnerable groups appears to be only on paper especially in Sub-Sahara Africa like Nigeria which has the highest maternal mortality rate in the world i.e. 1050 deaths per every 100,000 live birth and also has the second to the highest record of Infant mortality rate in the world. In Nigeria the Health Budget is in most cases half of the Defence Budget which is a non productive sector. This shows how unserious the policy makers take the health of its citizens.
Consequently, most members of vulnerable groups of die prematurely of simple ailments for lack of medical attention because of the expensive nature of Health Services. Living Water Foundation recognizes the fact that it is only healthy members of the vulnerable groups that can contribute meaningfully to the development of world economy, it has therefore designed a quality Health policy to keep its target audience (physically challenged persons and old persons) in good health in order to achieve the overall objectives of the Foundation.
OTHER MAJOR CAUSES OF THE SUFFERING OF THE VULNERABLE GROUPS IN THE DEVELOPING COUNTRIES.
The true position in developing countries like Nigeria is that the majority of the physically challenged persons are literary starving to death on account of poverty and depends purely on the uncertain charities of other impoverished citizens. They do not have access to decent food, water, clothing, adequate housing, basic education, primary healthcare and other basic necessities of life. Recent tales of woes and lamentations from Oji River Rehabilitation Centre for the Civil War Veterans (Nigeria) paints a picture of complete abandonment of the physically challenged fellows by the three tiers of government in Nigeria. The inmates of the Centre, according to them earn their living by begging for arms which has brought shame and humiliation to them and their family, with their children dropping out of school. Meanwhile no effort whatsoever has been made by the government to develop the potentials of these people and make them employable or to provide for their food and health needs. Thus their wheelchairs are worn-out and begging for repairs. Ladies and Gentlemen, who can bell out the situation? WEEP NOT! Living Water Foundation has come to give the life of these people a meaning. But not without your support.
Statistics released by the United Nations estimated that there are more than 500 million persons with disabilities in the world today. Of that number, 80% live in the rural areas in developing countries. 70% of the total is estimated to have either limited or no access to the basic services they need for survival. The government whose duty is to take positive steps to reduce to fulfill the social, economic and cultural Rights of persons with disabilities in order to achieve the objectives of full participation and equity within society for all persons has abandoned this all important duty because of the current western driven liberalization, structural adjustment programme (SAP), deregulation and privatization of social services and huge debt burden on the neck of third world countries like Nigeria.
Thus, the Secretary General of the Implementation of the World programme of Action concerning Disabled Persons and United Nations Decade of Disabled Persons (during the Review of same) submitted as follows:
"…………Current economic and social deterioration marked by low growth rates, high unemployment, reduced public expenditure, current structural adjustment programmes and privatization, have negatively affected programmes and services……..if the present negative trend continue, there is the risk that (Persons with disabilities) may increasingly be relegated to the margins of society, dependent on adhoc support."
Indeed public services are increasingly being privatized in developing countries like Nigeria where the prices of Petroleum Product has been increased for over 6 (six) times in the last 5 (five) years to the extent that kerosene used by everybody is now beyond the reach of the vulnerable groups. The bad news is the negative trend is continuing but the good news is that LWF has come to arrest the drift and restore hope and give succor to vulnerable groups. One of the onerous tasks facing LWF is to see to the establishment of National Co-ordinating Committee on Disability and Old Persons by various governments in developing countries to speak for these
vulnerable as required by the 1990 U.N Guidelines.

ABUSE OF THE RIGHT OF HEALTH OF THE VULNERABLE GROUPS.
Right to Health is synonymous with Right to life, that is why various International Instruments especially ICESCR provided for Right to highest attainable standard of physical and mental health (Article 12) to all persons including children, physically challenged and older persons. The Covenant requires countries to create "conditions which would ensure that all medical services and medical attention are made available in the event of sickness." For older person integrated approach, combining of preventive, curative and rehabilitative health treatment has been recommended by the U.N Committee, while for persons with disabilities both the Public and Private Health Sectors are enjoined to provide health services to them without discrimination.
Unfortunately, the Rights to Health of the vulnerable groups appears to be only on paper especially in Sub-Sahara Africa like Nigeria which has the highest maternal mortality rate in the world i.e. 1050 deaths per every 100,000 live birth and also has the second to the highest record of Infant mortality rate in the world. In Nigeria the Health Budget is in most cases half of the Defence Budget which is a non productive sector. This shows how unserious the policy makers take the health of its citizens.
Consequently, most members of vulnerable groups of die prematurely of simple ailments for lack of medical attention because of the expensive nature of Health Services. Living Water Foundation recognizes the fact that it is only healthy members of the vulnerable groups that can contribute meaningfully to the development of world economy, it has therefore designed a quality Health policy to keep its target audience (physically challenged persons and old persons) in good health in order to achieve the overall objectives of the Foundation.
OTHER MAJOR CAUSES OF THE SUFFERING OF THE VULNERABLE GROUPS IN THE DEVELOPING COUNTRIES.
The true position in developing countries like Nigeria is that the majority of the physically challenged persons are literary starving to death on account of poverty and depends purely on the uncertain charities of other impoverished citizens. They do not have access to decent food, water, clothing, adequate housing, basic education, primary healthcare and other basic necessities of life. Recent tales of woes and lamentations from Oji River Rehabilitation Centre for the Civil War Veterans (Nigeria) paints a picture of complete abandonment of the physically challenged fellows by the three tiers of government in Nigeria. The inmates of the Centre, according to them earn their living by begging for arms which has brought shame and humiliation to them and their family, with their children dropping out of school. Meanwhile no effort whatsoever has been made by the government to develop the potentials of these people and make them employable or to provide for their food and health needs. Thus their wheelchairs are worn-out and begging for repairs. Ladies and Gentlemen, who can bell out the situation? WEEP NOT! Living Water Foundation has come to give the life of these people a meaning. But not without your support.
Statistics released by the United Nations estimated that there are more than 500 million persons with disabilities in the world today. Of that number, 80% live in the rural areas in developing countries. 70% of the total is estimated to have either limited or no access to the basic services they need for survival. The government whose duty is to take positive steps to reduce to fulfill the social, economic and cultural Rights of persons with disabilities in order to achieve the objectives of full participation and equity within society for all persons has abandoned this all important duty because of the current western driven liberalization, structural adjustment programme (SAP), deregulation and privatization of social services and huge debt burden on the neck of third world countries like Nigeria.
Thus, the Secretary General of the Implementation of the World programme of Action concerning Disabled Persons and United Nations Decade of Disabled Persons (during the Review of same) submitted as follows:
"…………Current economic and social deterioration marked by low growth rates, high unemployment, reduced public expenditure, current structural adjustment programmes and privatization, have negatively affected programmes and services……..if the present negative trend continue, there is the risk that (Persons with disabilities) may increasingly be relegated to the margins of society, dependent on adhoc support."
Indeed public services are increasingly being privatized in developing countries like Nigeria where the prices of Petroleum Product has been increased for over 6 (six) times in the last 5 (five) years to the extent that kerosene used by everybody is now beyond the reach of the vulnerable groups. The bad news is the negative trend is continuing but the good news is that LWF has come to arrest the drift and restore hope and give succor to vulnerable groups. One of the onerous tasks facing LWF is to see to the establishment of National Co-ordinating Committee on Disability and Old Persons by various governments in developing countries to speak for these
vulnerable as required by the 1990 U.N Guidelines.

THE OLDER PERSONS IN DEVELOPING COUNTRIES
PART 2.
RIGHT TO EDUCATION, TRAINING AND REHABILITATION.
Article 6 of the U.N Declaration on the Rights of Disabled Persons states thus:-"Disabled Persons have the Right to medical, psychological and functional treatment, including prosthetic and orthetic appliances, to Medical and Social Rehabilitation, Education, Vocational Training and Rehabilitation, Aid, Counseling, Placement services and other services which will enable them to develop their capabilities and skills to the maximum and will hasten the processes of their social integration or reintegration."
More than any provision, this Article (6) propelled the promoters/founders of Living water Foundation to found the Foundation because of the lip service paid by government especially in Sub-Saharan Africa to the plight/suffering of the vulnerable groups generally and the physically challenged fellows in particular. Interestingly, the founder of the Foundation had to go to special school to acquire special skill in order to attend to the Health needs, Educational needs, Vocational needs, Rehabilitation needs, and counseling needs of these vulnerable groups. The Living Water Foundation has completed arrangement for the construction of Rehabilitation Centre for the physically challenged persons in Owerri, Imo State, Nigeria. This Centre/Institute is designed to empower them with their Educational needs especially Computer Education. It is also geared towards developing the capabilities and skills of these our fellow brothers and sisters to the maximum to make them productive members of the society and contribute to world economy while Old People’s Rehabilitation Centre in Aba were carefully planned in order to address the medical needs, vocational training needs (Educational needs), Rehabilitation needs and Counselling needs etc of older persons. It is the believe of LWF that once these vulnerable groups become productive and are contributing to world economy their Dignity which has been sapped by their present beggarly disposition would become a thing of the past and the society would accept and respect them because they have something to offer to our world.
To continuously wait for government to provide the foregoing needs would amount to waiting in vain forever especially in the third world countries. This is because government provision of social services is fast declining. For instance in Nigeria, a statistics released by Federal Ministry of Education shows decline in Government Budget for Education in the last 10 years.
Whereas the International Community (UNESCO) recommended 26% of the Budget to be spent on Education annually, a country like Nigeria is Budgeting as little as 8% on Education and at the end of the day the whole 8% may not be released to Educational Sector. Meanwhile, one of the millennium goals is Education for All, EFA which is at the heart-beat of LWF to see that all handicap persons within its areas of operation in the 3rd world countries complete full course of basic Education by 2015.
The example of the Education Budget applies to Budget on Healthcare, Housing and Provision of Basic Social Services etc with the result that the physically challenged and other members of the vulnerable groups do not benefit anything from the government because the able-bodied people appropriate the little resources without giving them the special consideration as required by Law and U.N Declarations. The bulk of the money earned in third world countries are spent on overhead cost of servicing politicians in powers and their insatiable needs, execution of white elephant projects, stashing away money in foreign banks (monumental corruption). The result is that the vulnerable groups are forced to live in extreme poverty and in most cases become destitutes to the extent that their blood relations abandon them. And since poverty represents voicelessness, insecurity and social exclusion, they are suppressed and oppressed. It is therefore not surprising that the disabled constitute the majority of "Professional" beggars while their potentials are wasted. However, LWF have discovered the potentials in these abandoned persons and it is committed to transforming their disability into ability. LWF is committed to giving the physically challenged a voice by developing their potentials and empowering them with skill and make them employable and productive members of the society. LWF would also advocate for the establishment of Disability Commission in various States.

SOLUTION BASED THINKING (SBT)
There are too many people in this world that are angry for no other reason than for anger's sake. I can only shake my head in confusion when I see a person act in such a way. What is to be gained? What will this anger do for you except eat away at you as a cancerous tumor would your organs? Imagine if all of our world leaders adopted the idea of "Solutions Based Thinking". I would like to believe that ultimately one day if all the world embraced this ideal, the need for a military anywhere would simply dissappear. Even words would no longer be weapons but simply tools. Sadly, it is doubtful that my eyes will see this in my lifetime. Yet if I continue to spread the idea to one person at a time as do they and so on. May it become a World Wide epidemic. So my friends I give you this life long "Solution". May you and all who you meet, spread it far and wide. If this note blesses you, please send a word to me.

PART 1.
DIGNITY OF HUMAN PERSONS
Article 3 of the Declaration on the Rights of Disabled Persons (This earlier Declaration used the older term):-"Disabled Persons have the inherent Right to respect for their Human Dignity……..Whatever the origin, nature and seriousness of their handicaps and disabilities, have the same fundamental Rights as their fellow-citizens of the same age, which implies first and foremost Right to enjoy a Decent Life, as normal and full as possible.
Article 4 states further that "Disabled Persons have the same Civil and Political Rights…….."
It follows that the physically challenged fellows have the Right to life, Right to Dignity of Human Persons, Freedom of Speech, and _expression, Freedom of Movement, Right to marry and found a family, Right to vote and to be voted for, Right to participate actively in the society, Right to privacy etc.
RIGHT TO ENJOY SOCIAL, ECONOMIC AND CULTURAL RIGHTS.
For avoidance of doubt, social and economic Rights includes:- Right to food, housing, Right to Medicare (Health), Right to Education, Right to Social Security, Right to Clothing, Right to Basic Necessities of Life that make life worth living etc. Without these Rights being fulfilled, life of old people would be devoid of its meaning.
Article 25 of UDHR 1948 "Everyone has the Right to a standard of living adequate for the health and well being of himself and his family including food, clothing, housing and medical care and necessary social services and the Right to security in the event of unemployment, sickness, DISABILITY, widowhood, old age or other lack of livelihood in circumstances beyond his control.
It is interesting to note that the UDHR 56 years ago recognizes the need for payment of social security stipend to physically challenged persons and even old persons. This is to enable them provide for food, clothing and live a decent life of Dignity. UDHR envisages a situation where the government would provide the basic necessities of life to the vulnerable groups. Remember that a Disabled Person was defined as "Any person unable to provide (ensure) by himself or herself the necessities of a normal individual……"
Article 7(9) of the Declaration on the Rights of Disabled Persons states further, Disabled persons have the Rights to Economic and Social Security and to a decent level of living.
Again, a legally binding U.N Covenant and The International Covenant for Economic, Social and Cultural Rights, ICESCR in its Article 2 (2) requires all countries that have ratified same to ensure that all their citizens enjoy all the Economic, Social and Cultural Rights provided therein without discrimination of any kind as to race, colour, sex, language, religion political or other opinion, national or social origin, property, birth or other status such as physical or sensory disability etc.
The issue whether the vulnerable groups in our society are entitled to the enjoyment of social, economic & cultural rights is beyond question. It is therefore settled that since they are full fledged human beings they are entitled to the same rights with other people but due to their peculiar challenges the Int’l instruments went further to provide for special measures for the satisfaction of their Rights. But, before looking at the flagrant violations of the Rights of these vulnerable groups in our society today, let us examine the special measures.
SPECIAL MEASURES TO PROTECT THE PHYSICALLY CHALLENGED FELLOWS.
Article 5 of the Declaration on the Rights of Disabled Persons stated thus "Disabled Persons are entitled to the measures designed to enable them to become as self reliant as possible.
Article 8 of the same Declaration stated that "Disabled Persons are entitled to have their special needs taken into consideration at all stages of economic and social planning.
Article 10 provided thus "Disabled Persons shall be protected against all forms of exploitation, all regulations and all treatment of a discriminatory, abusive or degrading nature.
From the provisions of Articles 5, 8 and 10, it shows that it is at the heart of United Nations just as Living Water Foundation has taken it upon itself to fight disability and empower the vulnerable groups with skills to overcome disability and live a fulfilling life of Dignity as a productive member of the society. It is unfortunate that the government in Sub-Saharan Africa whose primary duty is to promote, protect and fulfill the foregoing Articles (5, 8 and 10) have failed woefully in doing same. It is not enough for the United Nations to adopt a Declaration or Covenant or Convention, but it should be put into Action. The founders of Living Water Foundation, LWF having conducted a survey on while government failed to address the special needs of the physically challenged persons and having also trained/acquired the skill to address their needs is indeed is ready for Actions that would give Hope and Succor to millions of impoverished physically challenged, old persons and orphaned children especially in the least developed countries (Sub-Saharan Africa).
Further, Article 23 of the U.N Convention on the Rights of the Child 3 which has been ratified by almost all the countries of the world provided thus "Countries shall recognize the Right of a mentally or physically disabled child to the enjoyment of a full and decent life, in conditions which ensures Dignity, promote self-reliance and facilitate the child’s active participation in the community" (Paraphrase mine)
This means that the Rights of the disabled child to enjoy full and decent life, Human Dignity and freedom to participate in community life is unquestionable. But experience has shown that most children with disabilities are normally exploited, abused, abandoned and neglected especially in third world countries. It is indeed for this reason that Living Water Foundation was founded to redress these injustices against the vulnerable groups and give the lives of these ones meaning.

But experience has shown that most children with disabilities are normally exploited, abused, abandoned and neglected especially in third world countries. It is indeed for this reason that Living Water Foundation was founded to redress these injustices against the vulnerable groups and give the lives of these ones meaning.
APPEAL: The enormous task facing this Foundation cannot be funded by one man, but requires the solidarity of kind-hearted persons such as you and I who are minded to serve humanity.
